Kamloops Mayor Reid Hamer-Jackson
Kamloops City council is reducing the mayors salary by an additional 15%.
It comes following an independent investigator’s findings and recommendations regarding a code of conduct investigation into Reid Hamer-Jackson.
His salary was about $128,000 in 2023. That was temporarily reduced by 10% in June due to findings from another code of conduct investigation and now it will be cut by an additional 15%.
Deputy Mayor Mike O’Reilly says an independent investigator determined that the mayor had breached both the code of conduct and the community charter when the when he improperly disclosed a privilege and confidential report and a resolution from from a closed council meeting.
“Certainly this is concerning, but what is equally, if not more concerning is in the report, it was noted that Mayor Hamer-Jackson has shown no willingness to take any responsibility for his action, and Council must proceed on the assumption that he is likely to continue to disclose confidential documents, either through lack of care or simply when it suits him. That statement alone was extremely concerning to counsel, and we did put sanctions in place to try and correct this behavior.”
Hamer-Jackson has also been asked to issue a letter of apology.
The third-party investigation report will also be published with redactions necessary to protect personal information and privacy.
O’Reilly says council remains hopeful that the mayor will reflect on his actions and commit to improving. “Through the community charter, we all have a responsibility dealing with confidential information. And the Mayor still does receive some confidential information. But again, through the measures we put in place and sanctions that we have put in place due to the latest breach, we hope this curtails the way he proceeds and handles any confidential information, and hopefully we can stop his distribution of these documents.”
Is he in line for more, more, more hits? “Well, you know, again, this, it gets a little bit complicated in the sense that there are different things going on. But again, to be clear, the relocation of the mayor’s office is not a sanction. It is a protective measure that we put in place for our staff, and that is very different than a sanction such as what we put in place from Council on the latest but again, everything has to be looked at on a case by case basis.”
The salary reduction also comes ahead of a deadline for the Mayor to vacate his current office in City Hall. Hamer-Jackson has been ordered him to vacate his current office on the main floor by October 22nd. Hamer-Jackson has stated that he will not be moving without a fight.
