The City of Kamloops is reviewing how it provides bylaw services.
City manager Dave Trawin says this process has been prompted by social issues in the community.
“We are undergoing a review of the bylaw department in terms of positions and what positions look like, as council has repeatedly asked us to deal more with homeless issues, safety issues and things like that,” Trawin says.
“We feel that the way we have the department structured now with the training we have, and some of the positions we have, the way things are set up don’t allow us to do that in the most efficient manner. We are going through that process to do that, and typically any time there’s change, there’s a lot of things to work through.”
A source tells NL News that the changes being discussed could lead to a “major restructuring” of bylaw services.
The matter was brought up in a recent in-camera meeting, and will be discussed again in camera on Sept. 15.
Trawin didn’t speak to closed meetings, but says the review going on is standard for any department.
“For example, development and engineering services just did a review of traffic in the engineering division, Marvin (Kwiatkowski) did. And decided that it would be good to have the transportation engineer reporting directly to him so they can keep on top of things,” he says.
“So if council asks us, are there strategic plans or directions to deal with things, we try to make reviews and changes to make sure we’re set up in the right way to do it efficiently.”
